1. PURPOSE
This document consolidates 50 bilateral cooperation projects designed for the municipality of Portachuelo, Santa Cruz, Bolivia, aimed at strengthening local capacities through training, innovation, knowledge transfer, and direct engagement with resources, experts, and institutions from the United States. The portfolio is structured under the following institutional umbrella name:

3. ANCHOR PROJECTS – HIGHEST APS ELIGIBILITY POTENTIAL
10 priority projects have been identified based on their high impact and strong alignment with APS FY26 guidelines:

Portachuelo Learns with AI – Digital academic reinforcement and personalized tutoring using U.S. educational resources.
2.
English for Rural Employment – Technical English training for employability, trade, and tourism.
3.
AgroInnova Portachuelo – Smart agriculture training incorporating U.S. agribusiness best practices.
4.
Portachuelo Formal Entrepreneurship – Micro-credentials in entrepreneurship, business formalization, and financial literacy.
5.
Portachuelo–U.S. Agile Incubator – Mentorship for agro-industrial, digital, and family-based ventures.
6.
Transparent Green Portachuelo – Civic training in natural resource governance and open data.
7.
Portachuelo Verifies – Media literacy and fact-checking for students, producers, and local media outlets.
8.
Transparent Rural Press – Freedom of expression, ethics, and data journalism training.
9.
Portachuelo–U.S. Bridges – Public diplomacy, youth leadership, and U.S. culture in rural communities.

Portachuelo 4-H Club – Youth leadership, community service, and rural entrepreneurship based on the U.S. 4-H model.
4. STRATEGIC DRAFTING CRITERIA
Each project narrative must clearly and verifiably include the following elements:
Explicit connection with the United States: U.S. experts, universities, community colleges, 4-H programs, U.S. open educational resources, agricultural and journalistic standards, American innovation, and virtual exchanges.
Specific beneficiaries in Portachuelo: Students, rural youth, agricultural producers, entrepreneurs, teachers, local media professionals, women producers, and community leaders.
Measurable activities: Workshops, bootcamps, mentorship sessions, educational fairs, film screenings, virtual labs, micro-credential programs, training sessions, forums, and virtual exchanges.
Quantifiable expected outcomes: Number of participants trained, certifications issued, business plans developed, ventures formally registered, competencies acquired, local media outlets strengthened, and digitally literate citizens.
Sustainability: Replicable training modules, municipal partnerships, training of local facilitators, accumulative micro-credentials, digital platforms, alumni networks, and agreements with universities or chambers of commerce.
Safety and logistics: Safe transportation arrangements, logistical planning, required insurance coverage, evacuation protocols, and coordination with local authorities as applicable.

6. FINAL RECOMMENDATION
The portfolio of 50 projects constitutes a comprehensive, modular, and scalable proposal fully aligned with the United States’ public diplomacy objectives in Bolivia. Implementation through specific modules enables the following:

Assurance of impact traceability and accountability.
